It is at least as busy in the daytime as it is as night - since it's mobbed with tourists and also the hoards of office workers going to and fro all of the high rise office buildings in the area. And agree it is much more typical at night - with all of the hundreds of thousands of lights. But it is super busy and loud at all times.

To see daytime Times Square, meaning tourists (it's just a tourist trap these days), creepy (sorry, they are :) characters, shopping, and trying for discount shows, say lunch time to mid afternoon, 1pm - 3pm.
